However, when Marcus turned 18, his father was eventually arrested by the police and thrown in prison, leaving Marcus alone with the keys to his empire. A few years later, on Christmas Eve, Marcus was allowed to visit his father in prison, but while Isaiah and his son were having dinner, a guard attempted to stab Isaiah and Marcus. When the guard stabbed Isaiah, Marcus armed himself with a knife and killed the guard, leaving him with several wounds and covered in blood. With his father still alive, Marcus discovers from the tattoo on the guard's arm that it belongs to his close friend Kevin: one of Isaiah's henchmen. Marcus leaves the prison and goes to Kevin's apartment.

Arriving at Kevin's apartment, Marcus arms himself with two Uzis and prepares to kill Kevin. He kicks one of his other friends out of the house after the latter frantically declares his innocence. Marcus quickly finds Kevin in the living room while Kevin is surprised to see Marcus so he pretends to be stupid but Marcus insists that he and his father are alive.Kevin, frightened, quickly tries to reach his desert eagle but Marcus, being faster, injures Kevin and kills two gang members in the room. Kevin then tries to escape from Marcus and orders his men to kill him.But Marcus's thirst for revenge leads him to chase Kevin through the building and down the street. Marcus eventually finds a badly wounded Kevin hiding in a trash can in the basement. After lecturing Kevin about his betrayal, the latter tells Marcus that he will always be played, just like his father. Marcus then shoots him dead.Dropping his empty Uzi, Marcus is about to be shot by another member of the gang, but the latter is shot from behind by Terry Higgins, a friend of Marcus' father and an NYPD police officer. Marcus asks how Terry found him and Terry says he heard about his father. Marcus then claims that he did so because Kevin and his men were disloyal to his father and they could not live. Without resistance, Marcus surrenders and tells Terry to handcuff him, but Terry lets him go but also warns him that he will have to get his act together or he will spend the rest of his life alone in prison. Marcus leaves the crime scene after Terry wishes him a Merry Christmas.

Five years later, Reed is an PDNY officer, working under Higgins. One of Higgins' contacts calls and requests a meeting. At the point of contact, an old warehouse, a bomb explodes with Higgins inside. Back at the station, Reed is contacted by FBI agent Gabriel Whitting, who informs him that one of his station's detectives is a mole and is likely responsible for Higgins' death. Whitting has no idea who the mole is; he only knows that he has connections to four major crime families in the city: the Magdalena Cartel, the President's Club, the Palermo Mafia, and the Shadow Tong. Whitting wants Reed to investigate these four criminal groups to find Higgins' killer. After receiving a file containing information about the Magdalena Cartel, Reed begins his mission of revenge. The Magdalena Cartel is a Colombian drug cartel that makes money from children's hospitals, orphanages, and other shelters in the city, founded by its leader Teresea Castillo, aka "Mother Teresea." In his quest to exact revenge on the mole who killed his partner Terry Higgins, PDNY officer Marcus Reed first dismantles the criminal organization.

Magdalena cartel

Knowing that Mother Teresa has cartel ties, Marcus approaches her and asks her a few questions, however she refuses to speak to him as a police officer because a drug dealer stands around the corner of an empty building every day. Needing Teresa's help, Marcus tells Teresa to wait while he confronts the dealer.

After killing the drug dealer and destroying his lab, Marcus returns to Teresa, who informs him of the existence of another drug dealer named Rey. In order to find Rey, Marcus is said to have followed a biker who collected money from the drug dealers and brought to him.

After destroying Rey's operation, Rey informs Marcus that he is being used by the Magdalenas to eliminate their rivals and that their drug smuggling operation is taking place in the National Museum of Natural History in New York.Marcus then goes to the museum, where he overhears a doctor talking about a new shipment arriving in the basement. After knocking out a gullible guard, Marcus gets past the other guards and takes the elevator down to the basement, but the doctor sees Marcus by then and orders his men to kill him. After Marcus visits the doctor, who reveals to him that the new items contain Carteland's drugs. Finding out everything he needs to know, Marcus rushes to Teresea building.

Upon entering the building, Marcus advances on Teresa but is knocked out from behind. Marcus later awakens in a straight jacket and in a wheelchair in a mental hospital. Next to him is Teresa, who reveals that her name is Magdalena Rojas; at that moment, Marcus discovers the truth: "Teresa" is the leader of Cartel. Leaving the hospital, Marcus heads to the opera house where Teresa is watching a performance. After killing Teresa's men and the thugs, Marcus asks Teresa who the mole inside the O.C.U. is, but Teresa says she has never met the mole but she says that the mole is very high up and has control of the police. With the information he obtained, Marcus captured Magdalena, thus ending the Magdalena Cartel.

The President's Club

The Presidents' Club is an African-American street gang named after its leader and lieutenants, who use the names of United States presidents and profit from a Yakuza-made drug called "Pop". Marcus arrives on the scene and knocks out the doorman. Marcus then fought his way through the den and killed all the guards and merchants. When Marcus reached the main hall, he found Lincoln waiting for him on a platform above the ground. Marcus dodged Lincoln's bullets and grabbed him. Lincoln told Marcus that the next president was Hamilton and that he could be found at his DJ club. Marcus then stopped Lincoln and headed towards the club.

When Marcus arrived at the club, he saw everyone lying on the floor lifeless and Marcus initially thought they had been removed from the crowd until he touched his severed head. As Marcus fell to the ground in shock, a voice suddenly sounded from behind the club. Marcus soon steers the ship past the laser and sees a terrifying sight. Witnesses later explained that the killer was sent by Kobi, the leader of the yakuza.Marcus then follows Kobi to a restaurant where he sees two girls being led by two yakuza enforcers, but as Marcus approaches the yakuza looking for Kobi, one of the law enforcers point a gun to Marcus. After killing the thug and ending the chase, Kobi thanked Marcus for his actions. Marcus then asked kobi why he was war with the presidents. Kobi revealed that the man driving the car was President Jackson, whose men killed Hamilton and Grant, and then Benjamin. Kobi revealed that Benjamin, head of the Presidents Club, was actually a music video producer who was Lionel Jones; After Lionel went bankrupt, Kobi met Lieon in Japan and used his pop sales contract, but Lionel decided to start his own yakuza pop business. Kobi then ordered his men to overthrow and kill all the the presidents.Kobi then said that she and her men would go to drug factory to kill him personally. Marcus then told kobi that wasn't going to happen, but kobi pushed Marcus out of the way, causing him to get out of the limo in the driveway.

Marcus knew where the factory was and went there. When Marcus arrived on the scene, Marcus saw a gunfight between the President's Club and the gang, with President Grant leading the fight. Marcus fell through the sky, killing both sides, while Jackson's men killed two more gang members. Frightened by the weapons, Vivian agrees to go with Marcus. Marcus then pushes Vivian into the passenger seat of the limo while he protects her from the goths. After killing the goths, the two escape to Vivian's house. Arriving at the restaurant, Leeland and her mother are happy to see her, but Leeland is not happy to see Marcus (believing Marcus to be Vivian's boyfriend). After Marcus explains that he is not Vivian's boyfriend, she says that she is Leeland's half-sister.

Mrs. Shen then tells Marcus to forgive Vivian because her father spoiled her. The captain then says that Leeland is hiding in Uncle Benny's old estate. Marcus captures the captain and goes to find Leeland.

Meanwhile, Leeland has just opened the estate house to the gangsters. Suddenly, Marcus bursts into the house and orders Leeland to freeze, asking who the mole is. Marcus then jumps through the door, arriving just in time.Marcus then pursues Leeland through a giant vale of stakes and tunnels. As Marcus enters another tunnel, the door behind him closes, leaving Marcus blinded in the darkness and then knocked unconscious.Marcus then wakes up tied to a large stone brick with his hands cuffed. Leeland enters and introduces Marcus to Uncle Benny, where his skeleton is strapped to the wall with a Guan Dao protruding from his chest. Leeland then explains that the Shadow Tong was born in this room and Uncle Benny never told anyone about it until Leeland killed him, allowing him to take control of the Shadow Tong. Then suddenly Vivian arrives, frees Marcus and claims that Leeland is not the only one who knows about the secret room.

Leeland is shocked to find Vivian here and asks her what she is doing. Vivian says that she knew all along that he and his mother planned to kill her father and that Marcus will pay him what he deserves. Leeland is angry with Vivian so he throws her to the ground and prepares to kill her, but Marcus also approaches, ordering Leeland to stay away from her. Leeland then asks if Marcus will arrest him, but Marcus says, "When this is over, I'll beg to be arrested."The two then fight, Marcus wins, but Leeland refuses to give up, escaping higher by climbing the wall. Marcus then catches up to himself after dodging cards thrown by Leeland. Leeland then leads Marcus through another tunnel into the subway tunnel.
